UPDATE: Missouri’s Untethered Sports Betting License Application Field All Set

Three gaming companies are in the running for two available untethered sports betting licenses in the Show-Me State.
The application deadline for the licenses has come and gone, and the Missouri Gaming Commission has revealed three companies have submitted applications for two available untethered licenses. A spokesperson for the Missouri Gaming Commission confirmed with Sports Betting Dime that DraftKings, FanDuel, and Circa Sports LLC have submitted applications for the two available licenses.
Missouri gaming regulators have received four sports betting licenses so far. Missouri sports betting apps will launch on Dec. 1, 2025.
Valuable Sports Betting Licenses
The deadline to submit applications for the two available untethered licenses was July 15. Under the approved sports betting regulations, the commission can award two direct (untethered) online sports betting licenses to operators. Regulators will select the two license holders on Aug. 15.
An earlier version of this story reported that DraftKings and FanDuel were the only two companies to submit applications for the untethered licenses. However, at 12:30 p.m. EST a Missouri Gaming Commission spokesperson reported to Sports Betting Dime that the commission also received a third application for an untethered license this morning.
The application was post dated for July 15, the spokesperson said, and will be allowed.
Each other sports betting license requires an operator to enter the Missouri sports betting market through a partnership with a land-based casino or professional sports franchise. The partnerships typically require a revenue sharing agreement between the two parties.
Untethered license holders do not have to partner with any other entity in the state to do business, therefore do not have to share revenues with their market access partner.
In total, the commission will be allowed to issue up to 19 retail sports betting licenses and up to 14 online sports betting licenses under the approved framework.

- Aug. 13: Applicants for direct online sports betting licenses may appear before Missouri Gaming Commission
- Aug. 15: Missouri Gaming Commission announces two selected direct online sports betting license applicants
- Sept. 12: All other partnered retail and online sports betting license applications must be completed
- Dec. 1: Deadline for the launch of Missouri sports betting
Underdog is the only company to apply for a retail and online sports betting license, but has yet to announce its market access partner.
Catalist, Gaming Labs International, and GeoComply submitted applications to the commission for sports betting supplier licenses.
Market Access Agreements Still Being Worked Out
Market access agreements are still rounding into shape as operators are angling to get into the newest sports betting market.
BetMGM confirmed its market access partner for the Show-Me state, announcing a partnership with Century Casinos in late May. If awarded a license, the partnership will allow BetMGM Missouri to operate its online sports betting platform in Missouri, while also operating brick-and-mortar sportsbooks at Century’s discretion.
The agreement will include a percentage of BetMGM’s net gaming revenue payable to Century, which includes a guaranteed minimum.
bet365 Missouri and the St. Louis Cardinals entered into a sports betting partnership in March. The multi-year partnership will provide the sports betting operator with access to the yet-to-be-launched Missouri sports betting market.
