Operators To Present Their Cases for Missouri Untethered Sports Betting Licenses

By the end of the week the Missouri Gaming Commission will award the state’s first two sports betting licenses.

Representatives for DraftKings, FanDuel, and Circa Sports will appear at tomorrow’s Missouri Gaming Commission meeting to make their case for one of two available untethered online sports betting licenses. The valuable untethered licenses allow an operator to do business in the Show-Me State without a market access partner.

On Friday, Aug. 15, the Missouri Gaming Commission will award the two untethered licenses to two of the applicants.

First Two Missouri Sports Betting Licenses on Their Way

The Missouri Gaming Commission will listen to three separate presentations from representatives from the three applicants on Wednesday, Aug. 13, at 9 a.m. CST. Alan Ellingson, CFO for DraftKings, Rich Cooper, Vice President, Regulatory, for FanDuel, and Derek Stevens, CEO/COO for Circa Sports, are scheduled for tomorrow’s meeting.

The Missouri Gaming Commission did confirm that the applicant who is not chosen for one of the two available untethered licenses can still apply for a partnered retail or online sports betting license by the Friday, Sept. 12 deadline.

Missouri sports betting will begin on Monday, Dec. 1, 2025.

Untethered license holders do not have to partner with any other entity in the state to do business, and therefore do not have to share revenues with their market access partners.

In total, the commission will be allowed to issue up to 19 retail sports betting licenses and up to 14 online sports betting licenses under the approved sports betting framework.

Here is the remaining Missouri sports betting schedule:

  • Aug. 13: Applicants for direct online sports betting licenses may appear before Missouri Gaming Commission
  • Aug. 15: Missouri Gaming Commission announces two selected direct online sports betting license applicants
  • Sept. 12: All other partnered retail and online sports betting license applications must be completed
  • Dec. 1: Deadline for the launch of Missouri sports betting

The Missouri Gaming Commission has also received sports betting applications from Fanatics Betting and Gaming and Underdog, but neither have announced their market access partners as of yet.

The commission also recently held a public hearing on the state’s proposed sports betting rules and regulations. No member of the public spoke at the meeting.

Supplier License Applications Coming In As Well

In addition to operator license applications, the Missouri Gaming Commission has reported receiving several sports betting supplier license applications as well.

The commission has received five applications so far. The following companies submitted sports betting supplier license applications:

  • Catalist
  • GLI
  • GeoComply
  • OpticOdds
  • Sportradar
