Currently, legislation has not been passed in Ohio to legalize sports betting.
The Professional and Amateur Sports Protection Act (PASPA) was overturned on May 14, 2018. On that day, courts voted to allow each state to propose and create their own laws and regulations for sports betting.
We expect that sports betting will be legalized and available in Ohio before the end of 2021.
Luckily if you’re an Ohio sports bettor, you’re surrounded by neighboring states which have already moved to legalize sports betting. Michigan, Indiana, Pennsylvania, and West Virginia all offer various forms of legal sports betting.
The history of gambling in Ohio is brief. The state authorized four land-based casinos in 2009, and all were built by 2013. However, most are situated in the northeastern area of the state.
Expanded legislation in 2012 has also allowed for slot machines (VLTs), horse racing, poker, and table games. Ohioans are also able to legally play daily fantasy games from any of the major providers.
When Will Sports Betting Be Legal in Ohio?
While the Buckeye State may not have legal sports betting right now, that will change soon.
Two different bills were introduced in 2020. Governor Mike DeWine is a proponent of legalization, previously stating he wanted to see it passed by November 2020.
The House approved HB194 to have sports betting controlled by the Ohio Lottery Commission and have tax proceeds towards education. The bill would legalize online mobile sports betting as well as gambling in bars, restaurants, bowling alleys, carry-outs, and some other locations.
The Senate proposed SB111, which would have put sports betting under the purview of the Casino Control Commission, with no specifications on where proceeds would go.
Unfortunately, SB111 did not pass the legislative process in time for the 2020 deadline. Senator John Eklund was confident the bill could be passed before the end of 2020, but the Senate will have to revisit the issue in 2021.
As it stands, Ohio lawmakers will further their discussions this year. The hope is that Ohioans will have legal sports betting sometime in 2021.
