Already Some Big Missouri Sports Betting Changes

Account registration and funding is now open for Missouri’s nine sports betting operators, but one company will look a little different when it launches in the Show-Me State. At the time when PENN Entertainment received a temporary sports betting license, it planned to launch its operating platform ESPN BET.

However, last week both PENN Entertainment and ESPN mutually agreed to dissolve their 10-year partnership after just two years, reporting that ESPN BET will cease operations on Monday, Dec. 1. PENN Entertainment announced it will keep its Missouri sports betting license and rebrand its U.S. sports betting offerings to theScore Bet.

Users will still register for ESPN BET at the moment, but accounts will automatically transfer to theScore Bet on Dec. 1. There will be no need to re-register an account if users wish to use theScore Bet online platform.

ESPN Bet struggled in the U.S., never reaching its goal of being a top-three platform. ESPN Bet consistently maintained a top-six spot and reported a market share of less than 5% in the U.S.

When the deal was announced in summer 2023, PENN Entertainment agreed to pay $1.5 billion to ESPN over the initial 10-year term and grant ESPN approximately $500 million of warrants to purchase 31.8 million PENN common shares. As part of the deal, PENN Entertainment included potential financial incentives for ESPN dependent on ESPN BET reaching performance thresholds for North American online sports betting market share.

The Missouri Gaming Commission awarded its first nine temporary online sports betting licenses on Oct. 22, 2025, officially setting the state’s sports betting market for its December launch.

DraftKings and Circa Sports were the first operators to receive news they would receive licenses, as the Missouri Gaming Commission announced in August they would receive the state’s two coveted untethered online sports betting licenses. The remaining seven licenses are tethered to either a brick-and-mortar casino or Missouri sports franchise.

BetMGM announced a market access deal with Century Casinos in May, while bet365 announced a sports betting market access agreement with the St. Louis Cardinals this past March.

PENN Entertainment and theScore Bet will use its same market access partner, entering Missouri through PENN Entertainment’s owned and operated Hollywood Casino and River City Casino locations in Missouri.

Caesars Sportsbook Missouri used its Caesars Entertainment owned Harrah’s Kansas City and Horseshoe St. Louis casinos for its market access as well.

FanDuel applied for a license through its partnership with MLS team St. Louis CITY SC. Fanatics Sportsbook, which partnered with Boyd Gaming for market access, also applied for an online sports betting license and two retail sportsbook licenses at Boyd’s Ameristar Casino Hotel Kansas City and Ameristar Casino Resort and Spa St. Charles locations.

Underdog has partnered with the Kansas City Royals for its market access.
