Alcohol and Gaming Commission of Ontario Fines theScorebet $200K For Misleading Cash-Out Offers

The Alcohol Gaming Commission of Ontario has fined theScore Bet $200,000 over misleading cash-out offers for an Ontario sports betting user.
The Alcohol Gaming Commission of Ontario (AGCO) fined theScore Bet for failing to meet Ontario’s strict player protection standards by presenting two cash-out offers to a user that were ultimately not honored.
“Operators have a responsibility to ensure that the gaming opportunities they present are accurate and can be honoured as described. As the regulator, the AGCO is committed to holding operators accountable when they fail to uphold commitments made to players or otherwise mislead them about gaming opportunities. By imposing the maximum monetary penalty available, we are sending a clear message that these expectations are not optional,” Karin Schnarr, Chief Executive Officer and Registrar, AGCO, said in a press release
Cash-Out Offers Not Honored
A PENN Entertainment spokesperson offered the following statement to Sports Betting Dime:
“We take our responsibility to provide customers with a fair and transparent betting experience seriously. We have been engaged with the AGCO throughout this process and remain committed to working constructively with our regulator.”
According to the AGCO, a user placed a $1,000 multi-leg parlay on March 14, 2025. The parlay included multiple NHL, NBA, and NCAA basketball games taking place that day with a potential payout of more than $1 million.
After each leg successfully hit with just one remaining, theScore Bet offered the user a cash-out of approximately $380,000. The user accepted the cash-out offer immediately, but theScore Bet rejected the transaction during an automated verification after the odds changed.
Again, theScore Bet offered the users a second cash-out of almost $100,000, which the player again accepted immediately. However, the offer also was not honored by theScore Bet. The final leg of the parlay did not hit and the user received no payout.
According to the AGCO, the registrar found that neither offer was achievable as presented to the user.
Violated Registrar’s Standards
The AGCO reported theScore Bet’s actions violated Standard 4.07 of the Registrar’s Standards for Internet Gaming, which requires that information provided to players before and during gameplay does not mislead players or misrepresent games, including by describing outcomes, prizes or features that are not achievable.
“Ensuring that players can have confidence in the honesty and integrity of iGaming sites is fundamental to Ontario’s regulated iGaming market. This robust regulatory framework offers Ontarians a safer alternative to unregulated gambling sites that lack comparable safeguards,” the AGCO noted in the release.
