House Ways and Means Committee Moves Tax Package Forward That Includes Gambling Loss Deduction Plan

The House Ways and Means Committee today moved a tax package forward that includes language for 100% tax deduction of gambling losses, a crucial step to restore the full deduction of gambling losses that was reduced by the One Big Beautiful Bill Act.

The approval of the tax package included Rep. Steven Horsford’s (D-NV) FULL HOUSE Act, which allows professional gamblers to deduct 100% of gambling losses – as long as it does not eclipse their winnings – on their federal tax returns.

“At a time of economic uncertainty, my job is to protect Nevadans and their jobs,” Horsford said in a press release. “From dealers and housekeepers to restaurant workers and small business owners, families across our state depend on visitors choosing Nevada. This unfair tax puts their livelihoods at risk. That’s why I fought to advance my FULL HOUSE Act, and I won’t stop until we get this relief signed into law.”

Restoring Full Tax Deductions for Professional Gamblers

The bipartisan tax package passed through the House Ways and Means Committee by a 38-5 vote. The tax package will next move to the full House floor for consideration.

Horsford and his colleague, Rep. Dina Titus (D-NV), have attempted to restore the 100% tax deduction for gamblers in standalone bills for the last year.

Both introduced legislation after President Donald Trump’s (R) One Big Beautiful Act (OBBA) was signed into law in July 2025. Included in President Trump’s massive piece of legislation was a change to the Internal Revenue Code that only allows professional gamblers to deduct 90% of their losses in a year, down from 100%.

Under the OBBA, if a professional gambler wins $1,000,000 in a single year, but also loses $1,000,000, they will only be able to deduct $900,000 in losses from their taxes. This means they will have to pay taxes on the $100,000 they cannot deduct, as if they had won the money.

Horsford secured inclusion of his FULL HOUSE Act in the approved tax package to restore the full tax deduction professional gamblers have enjoyed for years.

“No one should pay taxes on money they never earned,” Horsford said. “This is about the workers supporting their families, the small businesses keeping their doors open, and the communities that make Nevada home. I stayed at the table because they deserve results. Today, we moved closer to delivering.”

Titus applauded the House Ways and Means Committee for the decision to move the tax package forward.

American Gaming Association ‘Grateful’ For Inclusion

American Gaming Association President Bill Miller today said the association is grateful that a solution has finally been moved forward in the House.

“The American Gaming Association is grateful for this critical step forward in restoring the 100% gambling tax deduction. We encourage Congress to pass the FULL HOUSE Act to ensure that consumers choose the legal market where protections exist and are not taxed on phantom income. Thank you to the Ways and Means Committee as well as Representatives Horsford and Miller for their leadership in advocating for this bi-partisan measure. We look forward to working with our partners in Congress to get this passed.” Bill Miller, President and CEO, American Gaming Association, said in a released statement.
