Missouri Gaming Commission Flooded With 1,100 Sports Betting-Related Applications

Seven sports betting operators have submitted applications to offer sports betting in the Show-Me State, but the Missouri Gaming Commission will have to process more than a thousand sports betting-related applications before launching in December.

Missouri sports betting apps are scheduled to launch on Monday, Dec. 1, 2025 at 12:01 a.m., but the state’s gaming regulators will have to wade through 1,113 total sports betting-related license applications before the start date.

DraftKings and Circa Sports are the only two operators to be awarded sports betting licenses in the state so far.

Seven Other Potential Sports Betting Operators

Under the state’s sports betting legislation, each professional sports franchise and land-based casino will be eligible for one retail sports betting license and one online sports betting license. Each individual team and casino will also be able to partner with up to one online sports betting operator.

The commission will be allowed to issue up to 19 retail sports betting licenses and up to 14 online sports betting licenses under the approved framework.

While the deadline for applications was Friday, Sept. 12, a Missouri Gaming Commission spokesperson said the regulatory body will continue to accept license applications as long as they have a postmark date of Sept. 12.

While DraftKings and Circa Sports have been awarded untethered online sports betting licenses, seven additional operators have submitted applications to join the future Missouri sports betting market.

These operators are:

  • BetMGM
  • bet365
  • FanDuel
  • Fanatics Sportsbook
  • Caesars Sportsbook
  • ESPN BET
  • Underdog

The operators will meet with the gaming commission during next week’s scheduled meeting to make their cases for a license in the Show-Me State. The Missouri Gaming Commission will meet twice — Tuesday, Sept. 23, and Thursday, Sept. 24 — and will announce the licenses after the meetings.

Applications Pile Into Gaming Commission

Sports betting operators are not the only ones submitted license applications. According to a Missouri Gaming Commission spokesperson, the commission has received 1,113 sports betting-related applications.

  • Key Individuals/Level I employees: 82
  • BetMGM L2 employees: 300
  • GLI L2 employees: 7
  • Underdog Sports L2 employees: 181
  • Circa Sports L2 employees: 39
  • Penn Sports Interactive L2 employees: 227
  • Fanatics L2 employees: 27
  • Kambi L2 employees: 4
  • Caesars Sportsbook L2 employees: 16
  • bet365 L2 employees: 166
  • Entain Mobitech L2 employees: 10
  • Stadium Technology Group L2 employees: 6
  • Level I Combo Affidavits: 9
