New York Sports Betting Statement Bill Sent to Governor, Senator Addabbo Lauds Plan

New York Gov. Kathy Hochul (D) will soon make a decision on a Senate and Assembly approved bill requiring New York online sports betting operators to send monthly statements to customers.

Both the Senate and Assembly unanimously passed Assembly Member Rebecca Kassay’s (D-4) bill, A10329. The bill requires New York online sports betting operators to electronically provide monthly invoice statements to customers about their betting activity.

If signed into law by Gov. Hochul, New York will be the first state to require its licensed online sports betting operators to send the monthly statements to their users.

Increasing Sports Betting Transparency

Sen. Joseph P. Addabbo Jr. (D-15), the primary sponsor of identical Senate bill S.9415, lauded the potential new law as a responsible measure for New York sports betting.

“New York has become a national leader in mobile sports wagering, but with that success comes a responsibility to ensure consumers have the tools they need to make informed decisions,” Addabbo said in a released statement. “This legislation is about transparency, accountability, and responsible gaming. Just as consumers receive monthly statements from banks and credit card companies, sports bettors should have access to a report of their betting activity to help make informed choices.”

Kassay’s bill never faced a vote against it through the course of its approval. The New York Assembly Racing and Wagering Committee unanimously approved the bill on March 11 by an 11-0 vote. The New York Assembly then approved the bill by a 143-0 vote on March 24.

The New York Senate Racing, Gaming, and Wagering Committee approved the bill by a 7-0 vote and the Senate unanimously approved the bill on third reading by a 61-0 vote last week.

Kassay’s legislation requires each of New York’s licensed operators to provide a financial statement to registered users through push notifications no later than 15 days following the end of each calendar month.

According to the bill, the operators must include the following financial details to each registered user:

  • Total amount of deposited funds in a month
  • Total amount bet during a month
  • Total amount of winnings
  • Total amount of losses
  • The net gain or loss incurred by the authorized sports bettor
  • The total number of bets placed
  • Total amount of time the sports bettor was logged into the online sports betting platform
  • An itemized account of any promotional credits, bonuses, or free bets used
  • A prominent and clear disclosure of responsible gaming resources, including details on the state’s voluntary self-exclusion programs
  • Access to the authorized sports bettor’s lifetime wagering history

The bill also gives the New York State Gaming Commission the ability to “promulgate regulations establishing standardized formatting, clarity requirements, and any additional disclosures necessary to ensure such statements are readily understandable.”

Informational Tool For Bettors

Addabbo Jr. stressed the bill in no way limits any New Yorker’s ability to participate in the state sports betting market. Monthly statements will help provide information to bettors that can help them recognize patterns, assess spending, and identify potential warning signs.

““This bill does not limit anyone’s ability to participate in legal sports wagering,” He said . “Instead, it enhances consumer protections and ensures transparency remains a top priority of New York’s mobile wagering industry. By making wagering activity easier to track and responsible gaming resources easier to access, we can continue to support a safe and sustainable gaming environment for all New Yorkers.”
